In the interview with Dengeki in TGS2013, Souki Shimada (Director of SCE Second Division Software Development Department at that time) stated that they came up with the idea of PSTV while thinking up ideas of non-portable device using Vita's hardware and software in the summer of 2011.
Then actually started working on it to make it a real product in November of 2012.
