It can be seen on the motherboard (DOL) and factory sticker of prototypes.

Development History

In the interview by Dengeki in TGS 2013, Souki Shimada (Director of SCE Second Division Software Development Department at that time) stated that they came up with the idea of PSTV while thinking up ideas of non-portable device using Vita's hardware and software in the summer of 2011.
Then actually started working on it to make it a real product in November of 2012.

Furthermore, In the group interview in 2013, Andrew House (President and Group CEO of SCE at that time) also told that they came up with the idea of it in about August of 2011, then actually started working on it in September of 2012. (which is a bit earlier compared to Shimada's statement though, it still matches up)
